Statute 17 O.S. 851 talks about a 200-day review. Counting from the filing dates lands near Jan. 5, 2027 for West and March 9, 2027 for East. That is a calendar math problem, not an OCC order. Pull the procedural order before you treat either date as the last day.
The OCC decides whether AEP gets a Certificate of Authority. It says it has no power over the route. So comments should cover cost to Oklahoma ratepayers, existing corridors, tribal consent, water crossings, and whether the application meets every item in 17 O.S. 851. Do not spend the page on "we do not need it."
Under 27 O.S. 7(C), effective Nov. 1, 2025, AEP cannot condemn for a line over 300 kV until it holds the certificate. Until the OCC rules, nobody can take your land. Anything before that is a sales call.
You can become a party by filing an entry of appearance (OAC 165:5-9-4(d)(2)). Ask a lawyer to file it. A certified letter from AEP is not the same thing.
